Why won't he sign the paper and transfer the cable into my name? ?

Me and my ex broke up a month ago and I'm jus wondering why he is avoiding signing this paper so I can transfer one bill out of his name. He says he has someone else but avoids signing this paper. He also won't transfer his mail. Talked to him today and he says he's not around which I know is a lie. And then he said he'll sign in two weeks. Then he said he'll do it Monday. I can't understand that if he is so into the new Girl why won't he sign. Btw. He hurt me. Stomped on my heart. Was mean about it and I had a hard time letting go. But now I jus want to move on and get rid of anything with his name on it.
